Standing in downtown Bellingham, you could walk a few blocks and, with relatively little cash, buy illicit fentanyl, an opioid.


Or, for a little more money, you could walk a few blocks into a gas station and purchase any of the dozens of colorful, fruity, legal products that act on the brain’s same opioid receptors.
